Truck dumping leachate from landfill on a public road into a manhole which goes to the city sewer for processing. There is no supervision, and the dumping content is unknown. (It can be anything) 3 cents a gallon to the City of South Hill then they can dump anything into the sewer with the city managers blessing, with Mayor backing him up.
